The Firlough Wind Farm and Hydrogen Plant Project represents a major renewable energy development spanning Counties Mayo and Sligo. Jennings O’Donovan (JOD) was commissioned by Mercury Renewables (Carrowleagh) Limited to lead the full Strategic Infrastructure Development (SID) planning process, including preparation of an Environmental Impact Assessment Report (EIAR), project design coordination, stakeholder engagement, and submission to An Bord Pleanála (ABP). The project combines onshore wind energy generation with green hydrogen production facilities, supporting Ireland’s national transition to low‑carbon energy systems.
The development includes 13 wind turbines with tip heights between 177–185 metres, extensive internal road and drainage networks, turbine foundations, and a 110 kV on-site substation. The project also requires significant grid connection works, including a loop-in/loop-out 110 kV underground cable connection to the national grid. JOD undertook the environmental appraisals, preliminary civil design, surveys, and multidisciplinary coordination necessary for such a large-scale renewable project.
In County Sligo, the project incorporates a major green hydrogen production plant with an electrolyser building, water storage and treatment systems, constructed wetlands, hydrogen dispensing infrastructure, fire water systems, and an on-site 110 kV substation. The project also features groundwater abstraction infrastructure, road upgrades, a new roundabout, and associated temporary construction compounds.
JOD managed engagement with ABP, Mayo and Sligo County Councils, statutory consultees, affected communities, and government departments. The project was submitted to ABP in July 2023, followed by an Oral Hearing in March 2024 and subsequent Significant Additional Information submission. The scheme was re-advertised in April 2024, and a decision is currently awaited.
